Transplace, Frisco, Texas, named Bill Hale vice president for marketing and business development at the third-party logistics company. A 15-year industry veteran, Hale had been director of sales and marketing at Daylight Transport and worked before that at ABF Freight System.

EnVista, Beverly, Mass., a Web-based services provider for government and utilities infrastructure, hired Stephen Craig as managing partner responsible for its managed transportation services. Craig, owner and co-founder of CP Consulting, brings more than 15 years of transportation strategy, operations and systems experience to the company. Prior to founding CP, he held transportation consulting positions with A.T. Kearney, Deloitte Consulting and Ernst & Young.

CSX, Jacksonville, Fla., appointed Michele Mastrean vice president of compensation and benefits. Most recently, Mastrean was vice president of HR total compensation for Halliburton.

Panalpina, Switzerland, appointed Sven Hoemmken global head of supply chain management based in Basel, effective Dec. 1. Hoemmken, 44, most recently worked as senior vice president of global business intelligence for DHL. Before that he held positions with Exel and Cap Gemini Ernst & Young.

Ventura Transfer, Los Angeles, hired Jory Greenfield as the company's new sales representative for the states of Arizona, New Mexico, Colorado, Utah, Nevada and Wyoming. Greenfield previously worked for the Metro Group as director of sales and marketing. Prior to that, he worked for BNSF Railway.

Airports Council International-North America named Christopher R. Bidwell vice president of security and facilitation at the airport trade association and named Christopher J. Oswald vice president of safety and technical operations. Bidwell had been managing director of security at the Air Transport Association and was manager of corporate security at American Airlines before that. Oswald was a director of the Jacobs Consultancy in Washington. He has spent his career in airport planning and design, mostly with Jacobs and with the Leigh Fisher Associates consulting firm.

The White House appointed Christopher McMahon deputy associate administrator for environment and compliance at the U.S. Maritime Administration and director of the Office of Safety at the agency. McMahon has worked at Marad for many years, including time as an associate professor and director of waterfront activities at the U.S. Merchant Marine Academy. Most recently, he was the academy's deputy superintendent, and was the founding director of the academy's Global Maritime and Transportation School. He was special assistant to the secretary of transportation and acting director of the Department of Transportation's Office of Intelligence, Security and Emergency Response from 2001 to 2005. Later, he was assigned to Baghdad as transportation counselor to the U.S. Ambassador to Iraq and was director of the Iraqi Reconstruction Management Office of Transportation.

Emirates, the national airline of Dubai, named Abbas A. Haji vice president of commercial development at the Emirates SkyCargo division. Abbas has been with the Emirates Group since 1977, first at ground handler Dnata Cargo and later as Emirates manager for Iran and Bahrain.

IJS Global, Stamford, Conn., named Silvia Rossi-Cortez district manager for the forwarder's Atlanta office. A 15-year industry veteran, Rossi-Cortez joined the company in February as a route development manager.

Crowley Maritime, Jacksonville, Fla., named Steve Atkinson vice president of government contracts and business development for Crowley's technical services business unit. Atkinson is a 22-year veteran in government services, most recently as director of government programs for Stanley Security Solutions.

Port Everglades named Alan Hill, a 16-year veteran of the Broward County Port Everglades Department, assistant director of business development at the Florida port. Hill joined the port in 1992 and was most recently the port's business development manager.

Boeing named Chantal Dorange director of corporate communications for Europe, the Middle East and Africa. Dorange, 43, succeeds Charlie Miller, who was recently named vice president of international corporate communications. She joined Boeing in 2002 and will remain in Madrid, where she has been communications director for Spain and Central/Eastern Europe. Boeing also named Fakher Daghestani director of corporate communications for the Middle East. He had been senior regional operations director with ASDA'A, the Middle East's largest PR agency.

Transite Technology, Raleigh, N.C., named Les Hamashima chief marketing officer at the third-party supply chain management company. Hamachima has worked at several technology companies, most recently as head of global public relations at Tekelec and before that at Motricity and at SAS.

RailRunner, Lexington, Mass., hired Daniel P. Renzella as the company's new chief financial officer. Renella has 25 years of financial experience and most recently served as CFO of Azure Dynamics.
